How many billions of dollars do you suppose have been wasted on Reagan's brainchild of anti-ICBM weaponry?

And yet the Russians have always been so adamant against us developing it (and still are, in fact). If it were such a fool's errand, you'd think they wouldn't care so much, or even encourage us to waste our time & money. Curious, isn't it?
