My puppy has no control over her bladder?

She pees like every 30 minutes and then drinks water right after...her pee reeks like hell sometimes too and sometimes smells like fish. Before I take her for a walk she pees, while I'm walking her she pees, after she comes from the walk she pees 20 minutes later INSIDE her crate. Can someone tell me if this is normal before I waste a million dollars at the vet and it turns out to be nothing like last time? -_-
